This exercise is the “Lying Single Arm Dumbbell Extesnison”. It is awesome at hitting the triceps. I promise that if you perform this exercise correctly, your arms will grow.
Watch this video and let go your ego ( slow down the tempo and use lighter weights) and I promise you that this exercise will give you results.

Thanks Darin, I believe….. could you please explain why the shoulder is lifted off the bench. My normal practice is to lock down for stability. Is the scapula meant to move or not?
